Academic and creative activities of A.V.Mal'ko are well known in Russia and abroad.
He have published over 900 scientific works (including researches in foreign languages).
A.V. Mal'ko is the leading expert if the field of state and law theory and political science. In particular it
is he who developed the basement for legal interests theory, legal stimulation and legal limitation as the
correlative juridical categories; as well as legal provisions, benefits, privileges and immunities, ends and
means in law, laws, legal regime, legal life of society. A.V. Mal'ko is one of the first researchers who
started to explore the problems of lobbyism and populism in the political and legal life of Russia, topical
in modern conditions, which became a new priority direction in jurisprudence and political science.
In addition A.V. Mal'ko is the main developer of the category of legal policy, which is the most
significant political and legal category of the 21st century. This category has a great impact on the legal
development of the country, formation of valuable legal system and ordering quite contradictory legal life
of the Russian society.
More than 100 dissertations on topical problems of state and law have been defended under his scientific
guidance and advice.

The journal of “PravovajaKul’tura” is a peer-reviewed scientific periodical, registered in the Ministry of the Russian Federation for press, broadcasting and mass communication media (registration Certificate PI No. FS77-64959 on 4 March 2016). Periodicity – 4 issues per year. The journal has been imputed itsinternational standard serial edition number (ISSN) – 1992-5867. The journal is included in the list of peer-reviewed scientific publications, where the basic scientific results of dissertations on competition of a scientific degree of candidate of sciences, on competition of a scientific degree of doctor of sciences are oughtto be published, approved by the Higher Attestation Commission at the Ministry of Education and Science of the Russian Federation. A group of  scientificspecialities  in which  academic  degrees are awarded, - 12.00.00 - Jurispudence.

The main content of the journal consists of scientific articles, scientific reviews, peer reviews and feedback. The journal aims at the development of scientific knowledge and achievements in the field of methodology of legal culture; legal culture and democratic development of society; legal culture and state-building; legal culture and law-making, law-enforcement practice; legal culture and legal awareness of citizens and other issues.

The journal is intended for scientific and pedagogical employees, practical staffers of law enforcement bodies and all those involved in scientific research and really engaged in the legal regulation and implementation of the issues pertaining to the competence of the Ministry of Justice of the Russian Federation, carrying out any activity directed to the execution of judicial acts and other bodies, providing any legal assistance to the population.

The publication is registered in the national information-analytical system of the Russian science citation index (hereinafter – RISC). Texts of articles of the journal are placed in open access on the website of the RISC within three months since the date of release of a respective issue.

The purpose of the editorial policy of the journal – the development of scientific knowledge on the organization and functioning of the justice system, dissemination of information about the main achievements of the world scientific community in the field of law-making and law-applying, testing results of basic and applied scientific research in the field of jurisprudence.

– improvement of forms of interaction between state and society;

Main Principles of the Editorial Policy:

– personal liability of members of the editorial council and editorial collegium, reviewers and authors for the authenticity and quality of the published material;

Main Directions of Editorial Policy Are:

The Documents Regulating the Journal’s Activity

Order of Review

Reviewing manuscripts, compliant with the statutory formal requirements, is carried out by members of the editorial board or other research and teaching staff enjoying an academic degree of candidate of sciences or doctor of sciences. Reviewers are recognized experts in the relevant field of scientific knowledge and have publications for the last three years published in peer-reviewed articles.

Manuscript of an article would be offered to a reviewer, without specifying the authors. The authors do not know who is the reviewer of their manuscript. The editorial board sends the authors copies of the reviews. Correspondence is conducted by means of an electronic format on the website of the journal.

The review should be sent to the author.All necessary corrections must be made by the author in the final version of the manuscript, then the author needs to return to the editor the amended text, and its identical electronic version. After completion the revised article would be re-reviewed and the editorial board decides on publication.

Ultimate decision on publication or rejection of an article would be accepted by the editorial collegium session taking into account the views of the reviewers and would be recorded in the minutes of the session. In case of rejection of the manuscript, the author receives a reasoned refusal.

The review should contain a qualified analysis of the article material, its objective reasoned assessment and justifiable recommendations.

A review highlights the following provisions:

– subject of the study, matching the title of the manuscript with its content;

– conformity of the manuscript to the profile and the scope of the journal, belonging to a specific category;

– methodology of the study;

– relevance;

– scientific novelty, originality;

– style, structure, content;

– conformity of the manuscript, abstract, key words, bibliographic references’ list to the general requirements and layout regulations;

– appeal to opponents, availability of discussion;

– conclusions, interest of the readership.

The final part of the review contains the inferences concerning the article and recommendations as to whether the article to be published in the journal, sent back for revision, or not recommended for publication.

Reviews are kept in the editorial office for five years.

The editorial collegium sends copies of the reviews to the Ministry of Education and Science of the Russian Federation, the Higher Attestation Commission in case a relevant request would be received by the editorial office.

Order of Publication. Responsibility. Functions

Preparation of anoriginal layout of the journal would be undertaken by the Volga institute (branch) of the All-Russian State University of Justice.

Distribution of the journal would be undertaken by the All-Russian State University of Justice and the Volga institute (branch) of the All-Russian State University of Justice according to the supplements.

Requirements Stipulated to the Articles’ Manuscripts

The article’s manuscript should include a justification of its relevance, a scientific novelty, an originality, an appeal to its opponents, a discussion availability, conclusions, reflecting the main results of the undertaken research.

The style of the article should meet the requirements of scientific opuses, not to be journalistic. Authors should avoid the use of quotations from popular magazines and newspapers, links to statements on television. References to the Internet sources should correspond to the Interstate standard(GOST).

Materials previously published in other publications, including by the author of the manuscript would not be accepted. In the case of guiding an article’s manuscript to editions of several publications simultaneously, the author is obliged to inform the executive secretary of the journal of “PravovajaKul’tura”.

Texts of articles are accepted only if they meet the following technical requirements:

The volume of one article is no more than 10 pages.

Text format: the word processor of Word, style – Times New Roman; line spacing – 1.5; font size – 14, footnotes – 12. Margins: left – 2cm, right – 2cm, top – 2.5 cm bottom – 2.5 cm, Paragraph indent 1.27 cm Text without hyphenation. The electronic versions of the text, tables and formulas are provided in RTF format.

Footnotes are made in square brackets in the text of the article, indicating the number of source references and page of any article of the normative act referred to by the author (e.g. [8, p. 16; 8, p. 16]). Bibliographic list is formed at the end of the article alphabetically. The design of the bibliographic list must comply with GOST R. 7.0.5. - 2008. For normative acts in the list it is specified.

Pages should be numbered.

Figures and tables are admissible in the papers’ texts. Figures and tables should be accomplished on separate sheets. For pictures one must use a black dye,photos should not be subject to glossing. Electronic versions of figures and photos should be prepared in graphic editors of Photoshop (*.tif, *.jpg, *.psd, 600 dpi) or CorelDraw (version 7) — inseparate files for one illustrationaccompanying with application of their printouts. Electronic version of the text, tables and formulas should be given in the RTF format.

An author must in obligatory order submit in the Russian and English languages the following information:

– surname, name (full), patronymic (full), academic degree, academic title, honorary title, position (in full, no abbreviations), main place of work (study), e-mail, city, mailing address information (postal address for communication with the scientific community, which can be placed in a public domain), contact phones;

– title of the article;

– abstract;

– keywords of the article;

– bibliographic list of references prepared in accordance with applicable national and international standards.

Volume of the abstract – up to 100 words. An abstract should contain relevance, object, aim of the work, methodology of the conducted research; reflect the main contents and innovation of this article, main outcomes; scope of their application, conclusions. Abstract and key words should match the topic of the article and its content;

The editorial collegium of the journal checks the article text applying the system of “Antiplagiat”. Originality of the text should be not less than 60%. The remaining 40 % of the text can be amounted to properly executed quotations from literary and other sources, excerpts from legislation and also scholarly clichés, commonly used in publications of this kind.

Materials that do not meet the stipulated requirements would not be considered.

Manuscripts and other materials accompanying them would not be returned.
