Annotation: the article is dedicated to the description of social-cultural and legal factors influence on emergence of ethnic and ethno-religious conflicts, representing the greatest danger for civilization development. The authors shows how interference of political authorities serves the development of ethnic conflicts; depicts series of legal, social, political and cultural factors, which essence or absence can influence dynamics of conflictual relations and effectivity of their adjustment; describes tolerance phenomenon in the context of ethnic interactions. Special attention is paid to the notion of “inter-confessional dialogs”, which, on the authors’ opinion, reflects the most adequate form of relations between citizens of different religion.

Annotation: nowadays we can see important changes in the legal sphere. These changes touch the limits of the law and determine status of bureaucratic organizations in a new side. The consequence of these processes is the increasing of risk and conflict aspects of legal and organizational spheres. That is why it is important now to work out effective mechanisms of formation and development of legal culture and to introduce these mechanisms in the bureaucratic organizations. These mechanisms can be represented by coherence of regulatory system “problem-mission-purposes-functions” and integrative pattern of risks control.

Annotation: the author of the article uses the analysis of criminal and procedural legislation to find out circumstances which exclude criminal responsibility except otherwise required by paragraph 37–42 of the Criminal Code of the Russian Federation. The author underlines dual meaning of such circumstances in criminal-legal and criminal-procedural aspects. Allow for the low-enforcement practice the author gives critical view on cases of termination of criminal case or criminal proceeding caused by this kind of circumstances. For instance the author gives advice about development of the legislation in event of termination of criminal case because of absence of corpus delicti.

Annotation: the article contains the research of major lines of the activity of the federal migration service of international collaboration in the migration field. The author analyses typical and effective forms of collaboration between Russian FMS (Federal migration service) authorities and other objects (they are CIS-countries Relevant Authorities Chief Board For Coordination of the questions deal with illegal migration control; Russian and Latvian group for illegal migration control; G8 Lyon/Roma group for terrorism and transnational crime control; Office of the UN High Commissioner for Refugees; IOM (International Organization for Migration); and Interpol) in the process of realization of national state policy. Special attention is paid to the problems in the sphere of conclusion of re-admission agreements with CIS and non-CIS countries and their realization.

Annotation: the article discusses problems of preparing legally educated students with developed sense of justice. The author use analysis of psychological and pedagogical and judicial literature to determine means of such notions as “legal culture”, “legal education”, and “legal awareness”. The author analyzes activity of functional brunch of Academy of legal culture of children and the youth in Chuvash Republic. The author proves that reducing innovative developments created by Academy of legal culture of children and the youth is useful, because it aids in increasing level of professional competence of teachers and in improvement of the system of legal knowledge and legal consciousness of the youth.

Annotation: the article is dedicated to the problem of migration flaws directed to Moscow and Moscow region. Many problems in this sphere caused by imperfection of regulating and control mechanisms. In turn it provokes illegal migration which represents productive ground for crimes and other criminal activity. Right political direction of the state plays a great role in this process. Chosen political curs must change its direction in accordance with social and economic situation and increase the level of political culture among citizens, both locals and migrants.

Annotation: nowadays state is interested in increasing legal culture level. On the author’s opinion one of the components of legal culture is legislation. But in conditions of active development of all the spheres of social relations and reformation of legislation, it often has gaps in legal regulation of social relations and differences between legal rules. Because of this factor unity of jurisprudence gets its special role. The author posses that unity of jurisprudence can outdo gaps and differences in legislation. That is why unity of jurisprudence is one of the factors promoting development of the legal culture.
