Annotation: in the article the review of the basic forms of Russian police and militia participation in maintenance of epidemiological safety of the population, in struggle against such negative social phenomena as prostitution and drunkenness is given. Attempt to estimate efficiency of these measures is tried. The conclusion about consecutive alternation of the methods of administrative, prohibitive and regulating influence on adverse in the sanitary-and-epidemiologic and medical relation phenomenon is considered.

The conditions Russian reality didn’t make it possible to assert the unity of the power and admit only the separation of power functions.
