Annotation: the article examines the emergence and development of drug trafficking and the role of organized groups (criminal organizations) in it. It discusses considerations about the reasons for the low level of drug abuse in the Soviet Union, as well as the factors that determined the sharp increase in drug abuse and drug trafficking in 1990 and subsequent years.
